The emergence and role of strong ties in time-varying communication networks

In most social, information, and collaboration systems the complex activity of agents generates rapidly evolving time-varying networks. Temporal changes in the network structure and the dynamical processes occurring on its fabric are usually coupled in ways that still challenge our mathematical or computational modelling. Here we analyse a mobile call dataset describing the activity of millions of individuals and investigate the temporal evolution of their egocentric networks. We empirically observe a simple statistical law characterizing the memory of agents that quantitatively signals how much interactions are more likely to happen again on already established connections. We encode the observed dynamics in a reinforcement process defining a generative computational network model with time-varying connectivity patterns.

Underestimating Costs in Public Works Projects: Error or Lie?

This article presents results from the first statistically significant study of cost escalation in transportation infrastructure projects. Based on a sample of 258 transportation infrastructure projects worth US$90 billion and representing different project types, geographical regions, and historical periods, it is found with overwhelming statistical significance that the cost estimates used to decide whether such projects should be built are highly and systematically misleading. Underestimation cannot be explained by error and is best explained by strategic misrepresentation, that is, lying. The policy implications are clear: legislators, administrators, investors, media representatives, and members of the public who value honest numbers should not trust cost estimates and cost-benefit analyses produced by project promoters and their analysts.

The BRICS action plan is really impressive. Aside from economy and finances, the agenda includes health, energy, sports, tourism, fight against terror and drug trafficking, information security, science, corruption and many other issues. It all goes to show that BRICS is on the way from an association to an international organization or becoming an international entity. The first step has already been done – BRICS made a decision to establish a Secretariat (virtual for the time being). BRICS also faces contradictions. So far the members have failed to shape a real common foreign policy. There is a problem of unequal representation in the United Nations Security Council. It’s important BRICS strives to change the situation. Russia Deputy Foreign Minister Sergey Ryabkov said the problems inside BRICS are not delayed action mines and do not hinder the effectiveness of the organization’s activities.



On the Possibility of Quantum Informational Structural Realism

In The Philosophy of Information (2011 book), Luciano Floridi presents an ontological theory of Being qua Being, which he calls “Informational Structural Realism”, a theory which applies, he says, to every possible world. He identifies primordial information (“dedomena”) as the foundation of any structure in any possible world. The present essay examines Floridi’s defense of that theory, as well as his refutation of “Digital Ontology” (which some people might confuse with his own). Then, using Floridi’s ontology as a starting point, the present essay adds quantum features to dedomena, yielding an ontological theory for our own universe, Quantum Informational Structural Realism, which provides a metaphysical interpretation of key quantum phenomena, and diminishes the “weirdness” or “spookiness” of quantum mechanics. Bohmian Non-commutative Dynamics: History and New Developments

The reality of Bohm’s intellectual journey is very different from what is often claimed by the proponents of “Bohmian Mechanics” and others as we will explain in this paper. He did not believe a mechanical explanation of quantum phenomena was possible. Central to his thinking, and incidentally to Bohr’s also, was the notion of ‘unbroken wholeness’, a notion that is crucial for understanding quantum properties like quantum nonlocality. His proposals were based on a primitive notion of `process’ or `activity’, producing a more ‘organic’ approach to quantum phenomena. He published many papers outlining these new ideas, some plausible, some less so, but was not able to develop a coherent mathematical structure to support the work. Over the last ten years much of that missing mathematics has been put in place. This paper will report this new work, concentrating on providing a coherent overview of the whole programme.
